We Won!

Eugene paves pathway for climate action and green jobs

On November 3, voters passed Measure 20-388, by a 7% MARGIN, approving the creation of the Eugene Clean Energy Fund to invest millions of dollars into local climate resiliency, energy efficiency, and green workforce development.

Thank you for showing up at the polls and taking action at the local level to protect our communities, climate, and small businesses.

You proved that when Eugenians believe in something, we show up and fight. We made a statement to the Trump administration and massive corporations: Community power is stronger than fear and greed.

We celebrate this win and what it means for our city: now we can support Eugene’s green infrastructure and local energy efficiency and renewable energy projects that help to reduce emissions, protect clean air, and create good paying jobs. Even though the election is over, our coalition isn’t going anywhere, we will work diligently to ensure the initiative is implemented effectively, and that the funds go to their highest and best use.

Thank you to every voter and every volunteer that made this win possible. We did it together, and now we look to the future — together.

Stay tuned for details about our celebration event!

The Initiative

Local climate, health, housing, social, and racial justice organizations have come together to develop the Eugene Clean Energy Fund (ECEF) Initiative. Thanks to your help, Measure 20-388 will be on the November 2026 ballot.

Through a fee on the profits of the largest, wealthiest businesses in Eugene, ECEF will fund community-driven programs to:

  • Reduce household energy burden and improve home comfort;

  • Expand public-owned renewable energy and other green infrastructure;

  • Create jobs in the green economy;

  • Build community-wide climate resiliency, especially for Eugene’s frontline and historically marginalized areas.

ECEF Measure 20-388 is endorsed by over 100 local businesses, community leaders, organizations, and unions

The issues

A man with gray hair and a light-colored shirt is holding a whiteboard with writing on it. There is an abstract, colorful painting in the background.

issue #1

Eugene is falling far behind the City’s climate goals, and failing to address rising affordability issues and climate impacts.

issue #2

Corporations are profiting off of the climate and affordability crisis, while enjoying tax breaks at the State and Federal levels. A strong majority of Eugenians support government incentives to accelerate a fair and just transition to clean energy, and are in favor of making large corporations pay their fair share towards funding a just transition.

issue #3

Portland passed the Portland Clean Energy Fund (PCEF) in 2018 with 65% support. It has far exceeded expectations, generating $1.71 billion in funding so far.

PCEF is the biggest city climate justice fund in the world and Eugene is ready to follow in its footsteps to help lead Oregon into a greener future.
